Palestinian Authority Loses its Grip Over Hebron Upgrade

The Palestinian Authority’s reaction to the Hebron community’s municipal upgrade last week has become unhinged. Sensing the move essentially means that the Jewish residents of the city will not be removed from what is the Jewish people’s second most holiest city, Palestinian Arabs now understand that the coming parameters of a “peace deal” may not be to their liking.

“The order jeopardizes any political settlement in the area, which stands in contradiction with the peace process and the establishment of a Palestinian state,” Kamel Hamid the Palestinian Authority representative who also acts as their governor in the Hebron area said to the PA’s Wafa news agency.

More and more Israelis are recognizing that the blatant land theft as well as the continued twisting of history on the part of Arabs living in the area makes it near impossible to reach a final status agreement. In place of that, Israel has had no choice but to begin to extend its sovereignty to areas that have been historically Jewish since before the Arab population occupied them in the late 19th Century and early 20th Century.

In 1929, the Arab population rioted and killed 68 Jews in the ancient Jewish community.  The rest of the community fled. The Jewish community existed there since ancient times with the main building known as the Tomb of the Patriarchs being built over the grave site of Israel’s Patriarchs and Matriarchs by King Herod more than 2000 years ago.

The Arab population has gone out of its way to erase Jewish history in the city.  The latest upgrade by Israel, essentially freezes the assumption that Hebron is on the negotiating table.  With this in mind, a two-state solution seems to be the farthest thing from reality.

More importantly Israel has finally begun to call the Palestinian Arab bluff and started to make moves to integrate important parts of its biblically significant homeland into pre-1967 Israel.  This movement to finally assert Jewish sovereignty over what was always been Jewish land means a weakening of the Palestinian Authority control over Judea and Samaria.

With Hebron now off the table and continued reclamation of Jewish property in Jerusalem continuing, the PA has little claim to the rest of Judea and Samaria.  Abbas and his clan may have grown rich off of siphoning money from Western investments into their political racket dubbed the Palestinian Authority, but they are losing their grip on what matters most.

Israel’s growing control over its historical homeland may appear slow-moving, but it is moving forward none-the-less. It is this movement at the end of the day which will determining the sovereign in Judea and Samaria.

THE STRATEGIC CASE FOR KURDISTAN

Why it may weaken US adversaries and strengthen our allies.

If the leaders of Iraqi Kurdistan aren’t intimidated into standing down, on September 25, the people of Iraqi Kurdistan will go to the polls to vote on a referendum for independence.

The Kurds have been hoping to hold the referendum since 2013.

Whereas Prime Minister Benjamin Netanyahu restated his support for Kurdish independence earlier this month in a meeting with a delegation of visiting Republican congressmen, the Trump administration has urged Kurdish President Masoud Barzani and his colleagues to postpone the referendum indefinitely. US Defense Secretary James Mattis, who visited with Barzani in the Kurdish capital of Erbil two weeks ago, said that the referendum would harm the campaign against Islamic State.

In his words, “Our point right now is to stay focused like a laser beam on the defeat of ISIS and to let nothing distract us.”

Another line of argument against the Kurdish referendum was advanced several weeks ago by The New York Times editorial board. The Times argued the Kurds aren’t ready for independence. Their government suffers from corruption, their economy is weak, their democratic institutions are weak and their human rights record is far from perfect.

While the Times’ claims have truth to them, the relevant question is compared to what? Compared to their neighbors, not to mention to the Times’ favored group the Palestinians, the Kurds, who have been self-governing since 1991, are paragons of good governance. Not only have they given refuge to tens of thousands of Iraqis fleeing ISIS, Iraqi Kurdistan has been an island of relative peace in a war-torn country since the US-led invasion in 2003.

Its Peshmerga forces have not only secured Kurdistan, they have been the most competent force fighting ISIS since its territorial conquests in 2014.

The same is the case of the Kurdish YPG militia in Syrian Kurdistan.

As for Mattis’s argument that the referendum, and any subsequent moves to secede from Iraq, would harm the campaign against ISIS, the first question is whether he is right.

If Mattis is concerned that the referendum will diminish Iranian and Turkish support for the campaign, then his concern is difficult to defend.

Turkey has never been a significant player in the anti-ISIS campaign. Indeed, until recently, Turkey served as ISIS’s logistical base.

As for Iran, this week Iranian-controlled Hezbollah and Lebanese military forces struck a deal to permit ISIS fighters they defeated along the Lebanese-Syrian border to safely transit Syria to ISIS-held areas along the Syrian border with Iraq. In other words, far from cooperating with the US and its allies against ISIS, Iran and its underlings are fighting a separate war to take ISIS out of their areas of influence while enabling ISIS to fight the US and its allies in other areas.

This then brings us to the real question that the US should be asking itself in relation to the Kurdish referendum. That question is whether an independent Kurdistan would advance or harm US strategic interests in the region.

Since the US and Russia concluded their cease-fire deal for Syria on July 7, Netanyahu has used every opportunity to warn that the cease-fire is a disaster.

In the interest of keeping Mattis’s “laser focus” on fighting ISIS, the US surrendered its far greater strategic interest of preventing Iran and its proxies from taking over the areas that ISIS controlled – such as the Syrian-Lebanese border and the tri-border area between Iraq, Syria and Jordan. As Netanyahu warns at every opportunity, Iran and its proxies are moving into all the areas being liberated from ISIS.

And Iran isn’t the only concern from either an Israeli or an American perspective. Turkey is also a looming threat, which will only grow if it isn’t contained.

Turkey’s rapidly accelerating anti-American trajectory is now unmistakable.

Last week during Mattis’s visit to Ankara, Turkish- supported militias in northern Syria opened fire on US forces. Not only did Turkey fail to apologize, Turkey condemned the US for retaliating against the attackers.

Moreover, last week, Turkish authorities announced they are charging US pastor Andrew Brunson with espionage, membership in a terrorist organization and attempting to destroy Turkey’s constitutional order and overthrow its parliament.

Brunson was arrested last October.

Whereas until last year’s failed military coup against the regime of President Recep Erdogan, Turkey demonstrated a firm interest in remaining a member of NATO and a strategic ally of the US, since the failed coup, Turkey has signaled that it at best, it is considering its options. US generals say that since the failed coup, they have almost no one to talk to in the Turkish military. Their interlocutors are either under arrest or too afraid to speak to them.

The regime and its supporters express both neo-Ottoman and neo-colonial aspirations, both of which place Turkey on a collision course with the US.

For instance, Melih Ecertas, the head of Erdogan AK Party’s youth wing, proclaimed that Erdogan is not merely the president of Turkey, rather he is “president of all the world’s Muslims.

So, too, Muslim Brotherhood leader Sheikh Yusuf Qaradawi called Erdogan “the hope of all Muslims and of Islam.”

Qaradawi, who lives in Qatar and is Qatar’s Al Jazeera satellite channel’s superstar preacher, has good reason to love Erdogan.

In June, Erdogan decided to make a strategic move to protect the pro-Muslim Brotherhood and pro-Iranian Qatari regime from its angry neighbors, led by Saudi Arabia. Turkey’s deployment of forces to Doha stalled the Saudi-led campaign against the Qatari regime.

If the regime survives, and if world oil prices continue to drop and so weaken Saudi economic power, Turkey’s decision to deploy its forces to Qatar could be the first step toward realizing its neo-Ottoman ambitions.

As for neo-imperialism, last October Foreign Policy reported that Turkish television now uses a map from 1918 to define Turkey’s current borders. From 1918 through 1920, Turkish territory included large portions of Iraq, among them Kurdistan and Mosul, as well as large swaths of Syria, including Aleppo.

Foreign Policy reported that use of the map indicates that as the post-World War I map of the Middle East becomes obsolete, Erdogan sees an opportunity to expand Turkish territory.

Then there are Erdogan’s moves to build strategic ties with Russia and Iran.

Last November the NATO member announced it is negotiating the purchase of an S-400 air defense system from Russia.

As for Iran, last week Maj.-Gen, Mohammad Hossein Baghari, Iran’s chief of General Staff, paid the first official visit by an Iranian army chief to Turkey since the 1979 revolution. Baghari met not only by his Turkish counterpart, Gen. Hulusi Akar, but with Erdogan as well.

Erdogan said after the meeting that he and Baghari discussed possible joint military action against the Kurds in northern Iraq, Syria and Iran.

In his words, “Joint action against terrorist groups that have become a threat is always on the agenda.This issue has been discussed between the two military chiefs, and I discussed more broadly how this should be carried out.”

Baghari was more explicit. He effectively announced that Iran and Turkey will respond with force to the Kurdish referendum.

 

“Both sides stressed that if the [Kurdish] referendum would be held, it will be the basis for the start of a series of tensions and conflicts inside Iraq, the consequences of which will affect neighboring countries.”

Baghari continued, “Holding the referendum will get Iraq, but also Iran and Turkey involved and that’s why the authorities of the two countries emphasize that it is not possible and should not be done.”

 

This then brings us back to Israel and the US and why Netanyahu is right to support Kurdish independence and the Trump administration is wrong to oppose it.

So long as there is no significant change in the nature of the Iranian and Turkish regimes, their empowerment will come at the expense of the US, Israel and the Arab Sunni states.

The Kurds, with their powerful and experienced military forces in Iraq and Syria alike, constitute a significant check on both Iranian and Turkish power.

Several commentators argue that the Turks will respond to the Kurdish referendum by waging a war of annihilation against the Kurds in Iraq and beyond. Iran, they warn, will assist in Turkish efforts.

As far as Iran is concerned, in the near future, its central effort will remain in Syria. As for Turkey, whereas Erdogan and his followers may wish to undertake such a campaign, today it hard to imagine them succeeding.

A year after the failed coup, the Turkish military is astounding observers with its incompetent performance in Syria. Despite the fact that Turkish forces are fighting in Syria in areas adjacent to their border, they are unable to competently project their force.

Turkey’s underperformance in Syria makes clear that the Turkish armed forces, which Erdogan gutted in his purges of the officer and NCO corps in the wake of the failed coup, have not rebuilt their strength.

According to an analysis by Al-Monitor published last September, the first four rounds of purges in the immediate aftermath of the failed coup reduced the number of general officers by nearly 40%. The ratio of pilots to aircraft in the Turkish Air Force was reduced from more than three pilots per plane to less than one pilot per plane.

While Al-Monitor assessed last year that it would take up to two years for the Turkish Air Force to rebuild its pilot corps, last week it appeared that two years was a gross underestimation of the time required.

Last week the US rejected a Turkish request to have Pakistani pilots fly Turkish F-16s. The request owed to the critical shortage of pilots in the Turkish Air Force.

And Erdogan continues to purge his generals. In early August he sacked the commanders of Turkish land forces and the Turkish Navy.

Given the current state of Turkish forces on the one hand, and the battlefield competence of Kurdish forces, it is clear that the balance of the two forces has never been better for the Kurds.

If Kurdistan becomes independent with US and Israeli backing and survives, the implications for the longevity of the Erdogan regime, given the rapidly expanding size of the Kurdish minority in Turkey, are significant.

Likewise for Iran, an independent Kurdistan in Iraq will serve to contain Iranian power in Syria and potentially destabilize the Iranian regime at home.

In summary then, opponents of Kurdish independence are correct. An independent Kurdistan will destabilize the region. But contrary to their claims, this is a good thing. For the first time since 2009, destabilization will benefit the US and Israel and weaken Iran and Turkey.

The Taylor Force Act – Putting “Palestine” in perspective

The Palestinian population is not some hapless victim of the terror groups, but the very crucible from which they emerged

Congress is finally considering legislation to stop the Palestinian Authority from incentivizing violence…This has to stop, and the Taylor Force Act…attempts to do that. As it currently stands, the act would cut U.S. foreign assistance to the West Bank and Gaza in its entirety if the “payments for acts of terrorism against United States and Israeli citizens …do not stop…. There should definitely be no ‘pay to slay’, but…[b]eing smart counts for more than being right. Lesley Stahl, on CBS’s 60 Minutes on the effects of US led sanctions against Iraq (May 12, 1996): We have heard that half a million children have died. I mean, that’s more children than died in Hiroshima. And, you know, is the price worth it?”

Madelaine Albright, then U.S. ambassador to the United Nations , subsequently President Clinton’s Secretary of State: I think this is a very hard choice, but the price — we think the price is worth it.

Recently, three members of the well-known think-tank, the Washington Institute for Near East Policy, posted an article on the new legislative initiative, named the Taylor Force Act after the West Point graduate and veteran, who was killed in a terrorist attack in Israel last year.

Appropriate and imperative

The proposed bill, which was recently passed in the Senate Foreign Relations Committee with overwhelming bipartisan support, is designed to stop American financial aid to the Palestinian Authority [PA] until it ceases its generous payments to individuals who commit acts of terrorism and to the families of deceased terrorists.

Perversely, under the prevailing conditions, the more gruesome the act of terror and the longer the sentence imposed on the perpetrator, the greater the remuneration!

Indeed, as the Wall Street Journal points out, under existing circumstances, “U.S. aid becomes a transfer payment for terrorists”.

This is clearly an unconscionable situation and hence legislation to contend with it, and correct it, was not only appropriate, but imperative.

The need for a punitive response to the egregious “pay for slay” custom of the PA was conceded by the previously mentioned Washington Institute article, entitled “The Smart Way to End ‘Pay to Slay’”.  

Penned by David Makovsky,  distinguished fellow  and director of the project on the Middle East Peace Process, veteran diplomat Dennis Ross, distinguished fellow and counsellor on the U.S.-Israel Strategic Relationship, and Lia Weiner, a research assistant, it clearly proclaims “There should definitely be no ‘pay to slay’… This has to stop.”

“…the ‘mistakes’ of a government they cannot control.

However, it cautions against an across-the-board cessation of US funds to the PA, calling for a more nuanced (read “watered-down”) application of the punitive cuts: “Threats of sweeping cuts to Palestinian aid may hurt the cause more than they help.” They warn that “To entirely defund U.S. aid to the West Bank and Gaza is…to halt economic and social progress there”, proposing instead an approach thatrecognizes that innocent Palestinians…should not be forced to pay for the mistakes of a government they cannot control”.

But making the innocent members of the population pay for the nefarious deeds of governments they “cannot control” has been the hall mark of American policy across the globe for years—even when those governments have been far more tyrannical than the PA.

Indeed, why should “innocent Palestinians” merit greater consideration than “innocents”   in a range of despotic regimes against which the US has imposed punishing, at times crippling, economic penalties—such as Iraq, Iran and North Korea?

For example the US-led UN sanctions against Saddam Hussein-controlled Iraq inflicted wide-spread suffering (see introductory excerpt) on innocent Iraqis—including women, infants and the elderly—who, arguably, had much less chance of influencing the actions of their government than do the “innocent Palestinians” with regard to Abbas’s PA.

 

A government reflecting popular preferences

Indeed, while it is true that they “have not been able to vote in an election for more than a decade”, and to a large measure cannot “control” the current PA government, they certainly did empower it.  In fact, it is in many ways, a government of their making—and theirs alone.

After all, in the last elections held in 2006, the Islamist terror organization Hamas and PA president Abbas’s Fatah won just over 90% of the vote—with the former winning 74 and the later 45 of the 132 seats in the Palestinian Legislative Council. Interestingly, the third largest party was a faction representing the radical hardline Popular Front for the Liberation of Palestine (PFLP), a terrorist group founded by the infamous George Habash and headed today by Ahmed Saadat, currently in an Israeli prison for his part in planning the 2001 assassination of Israeli minister, Rehavam Zeevi .

Moreover, parties focusing on socio-economic reforms and human rights fared extremely poorly. Thus, the “Third Way” headed by former PA prime minister Salam Fayyad and a former PA Minister, the well-known Hanan Ashrawi, won a paltry 2 seats, while the National Coalition for Justice and Democracy,  headed by prominent physician and human rights activist  Eyad El-Sarraj won, well…none

 

“Palestine”: What the polls predict

However, not only did the last elections show a vast endorsement of rejectionist views (both Fatah and Hamas –and the PFLP–vehemently reject any recognition of Israel as the nation-state of the Jews), but recent public opinion polls provide little cause for optimism that this is likely to change.

Indeed, should Abbas leave his post, the most popular candidates are Fatah’s Marwan Barghouti, currently serving multiple life sentences in Israel for a myriad of lethal acts of terror, and Hamas’s Ismail Haniyeh.

Moreover, findings for legislatives elections show that almost 70% would vote for either Fatah or Hamas, 10% for all other parties, with over 20% being undecided.

Thus, there is little reason to believe that—were new elections to be held—they would produce a sea-change for the better in the composition of the PA, or its policy.  In fact, there is considerable room for concern that the very opposite might well be true.

But perhaps most damaging to Makovsky, Ross and Weiner’s contention that “innocent Palestinians…should not be forced to pay for the mistakes of a government they cannot control” is the finding that there is near unanimous public endorsement  for the very financial support that the Taylor Force Act is intended to terminate.  

 

Pay to Slay” & Vox Populi

Stunningly (or not), a July 2017 survey by Palestinian Center of Policy and Survey Research, headed by the well-known Palestinian pollster, Dr. Khalil Shikaki, found thatan almost total consensus rejects pressure on the PA to terminate payments to Palestinian security prisoners” and   91% are opposed to the suspension of PA payments to Palestinian security prisoners [i.e. jailed terrorists- MS] in Israeli jails; only 7% support such measure”.  

This is precisely the reality mirrored in an article that appeared in Tablet Magazine this week by Alex Kane, according to whichthe prisoner payment program is one of the most popular PA programs, and it would be political suicide for the PA to halt it.

So, in stark contradiction to the impression conveyed by Makovsky, Ross and Weiner, the “pay to slay” policy is not something foisted on a reluctant peace-seeking  “innocent” Palestinian population , but is, in fact enthusiastically embraced by it—reflecting nothing more (or less) than vox populi.  

Indeed, it is more than a little disturbing to see such “luminaries” as Makovsky and Ross propagating views demonstrably detached from reality, in what appears to be  a misplaced endeavor to create the false impression that, overall, the Palestinians,  share their  worldview—when, in fact,  they clearly seem to have a very different one…

 

Self-contradictory, self-obstructive “rationale”

But beyond the fact that their contentions sit uneasily with the empirical evidence, they appear to have additional disconcerting implications. Thus, they endorse the view that “although a tough message [should be] sent to the PA about the consequences of incentivizing violence”, they recommend that measures undertaken should “prevent any deterioration in the quality of life for Palestinians lest that lead to greater radicalization”.

This appears to reflect a curious rationale which suggests that if one is punished for bad behavior, then one’s behavior will become…worse???

This never was a consideration in, say, Serbia, where markets, hospitals, buses, bridges and old age facilities—to name but a few civilian targets that were hit in high altitude bombing sorties in the US-led NATO attacks in the Balkans War of the 1990s.

Indeed, the claim that harsh punitive measures against an authoritarian regime will only make the regime –or the population under its control—more recalcitrant flies in the face of the most basic elements of deterrence theory. After all, if the threat of harsh measures cannot coerce the regime to modify its behavior, why should measures less harsh do the trick?

Moreover, if the collective is not forced to feel the consequences of actions carried out in its name- there is clearly no reason for these actions to cease.  This is particularly true in the case of the “pay to slay” practice, which, while it may be implemented by an authoritarian regime, is widely endorsed by the general public. In this context, the rationale advanced by Makovsky, Ross et al appears to be at once both self-contradictory and self-obstructive.

 

Clash of collectives

It is of course somewhat discomforting to see such well-placed and well-connected pundits misread the lay-of-the-land so profoundly. For such gross misperception can only help perpetuate the conflict and its attendant suffering.

Firstly, these misperceptions nourish the false premise that privation drives radicalization, which is clearly disproven by the radicalization of many seemingly well-integrated Muslim youth in Europe, and the fact that in several Arab countries the greatest animosity towards Israel is harbored by the professional, well-to-do echelons of society.   

Secondly, they obscure the real nature of the Israel-Arab conflict and hence, hamper the efforts to bring it to an end—diverting efforts toward bogus “causes”.

In this regard, then-defense minister Moshe-“Bogey” Yaalon, in a November 2015 address, correctly diagnosed the conflict as a clash of collectives i.e.  “…predominantly a war of wills, of two societies with conflicting wills”.

But, if the clash is essentially one between collectives, surely victory will require one collective breaking the will of the rival collective. Accordingly, ensuring that said rival can maintain its daily routine hardly seems the most promising stratagem to adopt in an effort to break its will and achieve victory.

Indeed, if anything, it would seem the exigencies for a collective victory over an adversarial collective would dictate the diametrically opposite endeavor – disrupt the daily routine of the adversary. After all, misdeeds perpetrated in the name of the Palestinian collective must carry a price, which the collective pays – for if not, it will have no incentive to curb them.

Implacable enemy not prospective peace partner

The Palestinian population is thus not some hapless victim of the terror groups, as some might suggest but the very crucible from which such groups have emerged. It has by its own hand, by its deeds and declarations, made it clear that it will not—except on some temporary, tactical basis –brook any manifestation of Jewish political independence/national sovereignty) “between the River and the Sea”.

At the end of the day, the clash between Jew and Arab over the Holy Land is a clash between two collectives. For the Jewish collective, the Palestinian collective is—and must be treated as it sees itself: An implacable enemy, not a prospective peace partner.

Accordingly, the conflict, as one between collectives cannot be individualized .One collective must emerge victorious, the other vanquished. Only then, after victory/defeat, can the issue of personal misfortune be addressed.

This, then, is the perspective in which Palestinian society must be placed—and the perspective from which the formulation of the Taylor Force Act be addressed.  

Bereaved Families to UN Secretary General: Stop Funding NGOs that Defend Terrorists in Court

Over 40 bereaved families sent a letter to the United Nations Secretary-General, António Guterres, demanding that the United Nations cease its funding of Israeli organizations that defend terrorists and their families in Israel’s Supreme Court.

The letter coincides with Guterres’ current visit to Israel, his first in the capacity of UN Secretary-General.

“In recent years, the United Nations has been a prominent sponsor and supporter of Israeli organizations that are leading the lawfare efforts against Israel,” the families stated in the letter. “As you are aware, the two organizations leading the lawfare efforts against Israel – ‘HaMoked: Center for the Defense of the Individual’ and ‘Adalah’ – have received over 2 million NIS ($550,000) from the United Nations.”

According to the families, only terrorists who perpetrated attacks against Israelis have received this legal protection from the United Nations. “This funding leads us to wonder: is it the purpose of the United Nations’ treasury to lay the groundwork for the next murder of Israelis? The blood of our parents, children, brothers, sisters and other loved ones, cries out from the earth,” wrote the families.

The signatories of the letter include Rina Ariel, mother of Hallel Yaffe Ariel who was murdered in her Kiryat Arba bedroom in June 2016; Tzvika Mark, brother of Rabbi Miki Mark who was murdered near Hebron in a drive-by-shooting in July 2016; Merav and Herzl Hajaj, parents of Shir Hajaj who was murdered in a car-ramming attack in Jerusalem in January 2017; and Dvorah Gonen, mother of Danny Gonen who was murdered while hiking near the village of Dolev in June 2015.

The families also noted the UN’s funding of other left-wing organizations, including B’Tselem and Physicians for Human Rights-Israel, which according to the letter act to “delegitimize Israel and defame IDF soldiers.”

“Time has come to cease this callous interference with Israel’s internal affairs,” concluded the letter.

Merav and Herzl Hajaj, parents of Shir Hajaj who was murdered in a car-ramming attack in Jerusalem in January 2017, were among the initiators of the letter and said: “In the State of Israel, an industry has developed surrounding the murder of Jews. Various organizations like ‘HaMoked’ and ‘Adalah’ receive significant sums of money to defend terrorists from the UN and from European governments, and are laying the groundwork for the next murder. Is there anything more absurd than this?”

Matan Peleg, CEO of the Zionist NGO Im Tirtzu that has been accompanying the families, said that “the outcry of the bereaved families is not only a struggle for justice, but a struggle for Israeli democracy as a whole. We expect from the new UN Secretary-General to end this disgraceful funding perpetrated by the organization that he heads.” 

Tel-Aviv U Offering Credits & Scholarships for Interning in NGO Working to Topple Government

A Tel-Aviv University-approved program is now offering students academic credits and scholarships in exchange for interning in an organization that is actively campaigning to topple the current government.

The Everett Social Justice Program run by Shatil, the operating arm of the New Israel Fund, aims to “train a new generation of young leaders that will work for a more just society.” The program is run at several Israeli universities and colleges and offers students up to four academic credits and a scholarship of 9,000 NIS in exchange for interning in an array of organization that promote “social justice.”

To qualify for the program, students must attend a weekly class and perform eight weekly hours of internship at an organization that has been approved by the program.

The newest addition to the program at Tel-Aviv University is Zazim, a NGO that is currently campaigning to topple the Netanyahu-led government. According to its website, “Zazim is a campaigning community for social and political change” and works “to impact the public agenda in Israel.”

The primary financer of Zazim is the US-based New Israel Fund, which in recent years has drawn sharp criticism from pro-Israel groups over their funding of Israeli NGOs that are vocally critical of the Israeli policy. In 2016, Zazim received over $180,000 from the New Israel Fund.

According to the Zionist group Im Tirtzu, the Everett Social Justice Program features other “anti-Zionist” NGOs that defend terrorists in court and accuse Israel of perpetrating crimes against humanity, including the HaMoked, the Association for Civil Rights in Israel, Bimkom, Physicians for Human Rights-Israel, Rabbis for Human Rights and the Public Committee Against Torture in Israel.

“It is very troubling to see how state-funded universities offer academic programs that enable students to receive credits and scholarships for interning in NGOs that work to delegitimize Israel and defame IDF soldiers,” said Im Tirtzu CEO Matan Peleg.

“The Council for Higher Education’s approach of turning a blind eye sends a very problematic message to students. There must be an end to all official academic collaboration with organizations that are financed by foreign political entities to work against Israel, and who act as foreign agents in all respects.”

“This is another glaring example of why the Education Minister needs to advance the proposed academic code of ethics,” added Peleg. 

Are Turkey and Iran Teaming Up Against an Independent Kurdistan?

With the likely passage of the Kurdish Indpendence referendum st for September 25th, Tehran Times reported that “Major General Mohammad Bagheri, the chief of staff of Iran’s armed forces, made a rare visit to Ankara where he met with his Turkish counterpart, President Recep Tayyip Erdogan, and Turkey’s defense minister.”

Iran has continually pushed back against Kurdish Independence as has Turkey.  Both countries fear a free and independent Kurdistan will enable their large Kurdish populations to push for increased autonomy.  In Turey there are 20 million Kurds that live in second class conditions in Southeastern Turkey.  In Iran there are 15 million Kurds in the North West of the country.

“Holding the referendum is a natural and just right of the people of Kurdistan and no one other than the people of Kurdistan has the right to talk about it,” the Kurdish Peshmerga said in a statement released on Friday.

A rising Kurdistan will not only change the anatomy of the Middle East, but will thwart the hegemonic desires of both Turkey and Iran.

Although no one has declared armed conflict after the referendum, the threat is there.  The USA has even warned the Kurds not to go ahead just yet, but will not stop the vote. Given the large unknown factor after September 25th, most countries in the immediate vicinity are on edge.

Iran has accomplished a lot by subverting Iraq through its Shiite agents in Baghdad, but an overt move to Kurdish independence would roll back its advances and create a defacto Israeli ally on its borders. That would mean boh Kurdistan and Azerbaijan could give Israel an ability to take out Iran’s nuclear arsenal with ease.

This would mean that Israel could remain independent of the Saudi led Sunni alliance. This alone would weaken the leverage the Trump administration and the Saudis have in regard to Jewish biblical areas in Judea and Samaria (the West Bank) deisired by the Arab world.

 

Is Putin Ready to Throw Iran Under the Bus?

The announcement that Prime Minister Netanyahu and Russia’s President Putin are set to meet this Wednesday the 23rd of August in the Russian resort city of Sochi doesn’t seem to stand out as significant.  Afterall, the two men meet every few months to prevent any friction between their countries.

So what makes this meeting so different?

In the span of time between the their last face to face meeting, President Donald Trump acquiesced to allow Russian armed observers to man the borders of Israel and Jordan.  This was under the guise of ensuring a ceasefire between the Syrian regime and rebel forces. Although there were some rocky first moments, the plan has brought a modicum of quiet to the areas in question.

The challenge for Israel has been what the Syrian Regime and Iran are using the “ceasefire” for. It has become clear that Iran and Syria are seeking near control of the Golan border area.  This they have accomplished by way of their Russian allies.

What’s Next for Iran and Russia?

The prevailing assumption has been that Putin would give Iran enough of a leash to clear out the rebels in Syria, but not enough for either Iran or Syria to be dominant in the Levant without the go ahead from Russia.  While it is important to understand that any overt alliance puts Israel’s security at risk, the now quarterly meetings between Bibi and Putin mitigated much of this. Of course, all of this depends on Putin holding Iran and Syria back from placing game changing forces on the Syrian side of the Golan.

Iran and Russia have a working understanding that Iran can do what is necessary to clear the rebels and ISIS out, but given Putin and Bibi’s deconfliction understandings anything else would be deemed an abrogation of the working agreement between Tehran and Moscow.  The ceasefire agreement between Trump and Putin made during the G20 Summit is a good test of this.  For the first time Russia would open a corridor for Iranian troops to move right up to the Golan, yet the actual movement of those troops negates the deconfliction strategy with Israel.

Up until now Russia has allowed the IAF to strike where it needs to against Iran. More than that, sources tell us that Putin even relays targeting information personally to Bibi.  Iran and Syria maybe allowed utilize the ceasefire to move troops to the Golan, but if the past is any kind of predictor then they are on their own.

While most pundits believe these sorts of actions will eventually spell the end of the Iranian-Russian Alliance this is more of the same for Putin.  He relishes in playing multiple sides of each other in order to effectively control the situation.

Reaffirming the Deconfliction Understandings and More…

Bibi’s trip to Moscow is more about reaffirming the deconlfiction understandings in light of the new reality of Russia’s troops now manning the Golan border. Russia has no interest in allowing Iran to attack Israel, which would fully destabilize the region.  Putin wants recognition by Israel that Russia is the new player in the Levant and that it Israel will have to reevaluate how it relates to the fast changing Middle East.

Putin will keep allowing Israel to attack Iranian and Syrian targets. In Putin’s grand strategy this keeps the region in balance while he continues to take more and more control.

As America continues to minimize its overt involvement in the Middle East, the vacuum created is leading to a new order with its strings more or less being pulled by Moscow.

Israel’s goal is to hold onto to its security independence while treading carefully though a new Middle East.

 

NETANYAHU’S GREAT CHALLENGE

What can Netanyahu do to mitigate the impact of the probes on his ability to do his job?

Over the weekend, it was reported that Prime Minister Benjamin Netanyahu supports legislation that would change the procedure for declaring war. The bill, supported by the government as well as by Netanyahu’s opponent and former finance minister Yair Lapid, involves implementing lessons learned from past experiences.

Under the suggested law, the government will provide the security cabinet with blanket authority to authorize military operations at the beginning of its tenure. By limiting the number of people involved in decision making regarding actual operations, leaks can be minimized and the element of surprise can be protected.

Given the wide support the bill enjoys, and its substance, the media could have been expected to cover the move in a sober-minded way.

But alas, there was no chance of that happening amid the media circus surrounding the criminal probes of Netanyahu. The desultory probes were recently fortified by the deal Netanyahu’s former chief of staff Ari Harow cut with the prosecution to incriminate his former boss in exchange for leniency in the ongoing corruption probe of Harow’s alleged influence peddling.

Now, with Netanyahu’s sworn enemies in the media and the political Left braying for his immediate resignation, the war powers bill, like everything else he is likely to initiate in the coming months and years, is being reported as nothing more than an attempt to change the subject.

None of the probes are expected to conclude any time soon. Legal experts assess they will stretch well into 2019. This means Netanyahu will be under a cloud of suspicion at least until the end of his current term of office. And that is not good for the country.

So what can Netanyahu do to mitigate the impact of the probes on his ability to do his job? The answer is complicated. On the one hand, it is fairly clear that he won’t be able to do anything to end the probes and not because he is accused of doing terrible things. To the contrary, he is accused of doing ridiculously stupid and harmless things.

The police are conducting two investigations of the prime minister. In the first, they are investigating whether he received too many gifts from his friends. Specifically, they want to know if he received too many cigars from his friend Arnon Milchen and whether he received other presents from other friends.

The second probe relates to a deal he discussed but never made with his arch-nemesis Yediot Aharonot publisher Arnon Mozes under which Mozes would give less hostile coverage of Netanyahu and in exchange, Netanyahu would get Yediot’s pro-Netanyahu competitor Israel Hayom to cut back its circulation. In the event, the talks went nowhere. In 2014 Netanyahu broke up his government and went to early elections in 2015 to prevent a bill – supported by 24 lawmakers in a preliminary vote – which would have bankrupted Israel Hayom from moving forward.

The 24 lawmakers that supported the bill received terrific coverage in Yediot. But none of them – including former justice minister Tzipi Livni – are under investigation. The police’s lack of interest in Livni is particularly notable. She advanced the bill despite the fact that then attorney general Yehuda Weinstein determined it was unconstitutional. She based her decision on a legal opinion produced for her by Yediot’s attorney.

FINALLY, THE third investigation doesn’t involve Netanyahu at all. Instead his attorney, confidante and cousin David Shimron is under investigation. And according to investigative reporter Yoav Yitzhak, the probe unraveled this week when the state’s witness was shown to have lied either to police investigators or to his own attorneys about Shimron’s role in brokering a deal for Israel to buy new submarines from Germany.

Netanyahu supported the purchase, indeed, he touted it. His media foes allege that he only supported the purchase, which was opposed by the Defense Ministry, because Shimron was involved.

This allegation itself makes clear the absurdity of the probe.

If the investigation goes forward despite the collapse of the investigation, and Netanyahu is implicated, there is simply no way to prove that he supported the deal for corrupt reasons when he insists that he supported it because he believes Israel needs a modernized submarine fleet.

In other words, the third investigation is incapable of implicating Netanyahu regardless of its relative merits.

It is important to understand the inherent weakness of the probes because it shows us two important things. First, the investigators and the prosecutors do not care what the public thinks of their investigations. In a damning interview with the online Hebrew-language journal Mida last week, former police investigator chief superintendent Boaz Gutman confirmed the long alleged claim that police and prosecutors are motivated to investigate right-wing politicians rather than left-wing politicians because they want the Left restored to power.

As far as police investigators and prosecutors are concerned, it is they, rather than the public, that should decide who gets to lead Israel.

And this brings us to the second aspect we need to understand about the weakness of the probes. To date, politicized investigators and prosecutors have felt comfortable probing and indicting politicians for political reasons because since 1993, the mere act of indicting a politician has been the professional equivalent of a felony conviction.

In 1993, the activist Supreme Court ruled that then interior minister Arye Deri had to resign due to his recent indictment on corruption charges. The ruling, which had no basis in law, has since enjoyed the status of law. Politicians, who are later exonerated of all criminal charges, have repeatedly been forced from office, their reputations in tatters.

The power to remove politicians from office simply by indicting them gives the prosecution absolute power over the political system. The fear of indictment, perhaps more than anything else, has been sufficient to stop every significant attempt to pass laws to reform the unchecked legal system.

In recent weeks, coalition chairman MK David Bitan has told the media that Netanyahu has pledged not to resign if indicted in light of the trivial nature of the probes. Netanyahu’s ability to remain in his position, in opposition to the non-binding norm dictated by the Supreme Court in 1993, will be a function of the public’s view of him and of the investigations against him. And if Netanyahu is strong enough to stay, then his intention not to fold will have a salutary impact on the fairness of the investigations against him.

If the prosecutors realize they will have to win a case against a sitting prime minister rather than one they have already forced from office in disgrace, their decision about whether or not to indict Netanyahu will be based far more on the investigations’ findings and far less on their political views than in the past.

Although prosecutors do not care what the public thinks of them, they do care what their colleagues think of them. And if they indict a sitting prime minister and then fail to convict him while he is still in office and popular, their colleagues will not think well of them.

So it all boils down to governing. But how should Netanyahu govern? If Netanyahu follows the lead set by prime minister Ariel Sharon when he and his sons were under investigation, and abandons his political base to appease the Left, he will harm his chances of remaining in power. Netanyahu will become as unpopular as Ehud Olmert was when he was indicted. He will not avoid indictment. And he will not be reelected.

If on the other hand Netanyahu is loyal to his voters and implements the Right’s policy on Judea and Samaria – namely, applying Israeli law to Area C of Judea and Samaria in anticipation of the era that will begin when 82-year-old PLO chief Mahmoud Abbas dies – then he will not only be able to stay in office if indicted, he will win the next elections even if he is still enmeshed in criminal probes.

Neo-unilateralism – Futile, fatal folly

New calls for unilateral withdrawal are both pernicious—because of the calamitous consequences it will precipitate—and puerile—because of the naïve hope that it will not

 

I can even pin dates on it. In 2007 or 2008 we will have another major disengagement in the West Bank. And within a decade, we will unilaterally repartition Jerusalem along lines we will unilaterally select … What Israelis have understood – and this is the underlying feature of the disengagement – is that we need to leave Gaza and Nablus, not because it will bring peace, but because there will be perpetual terror…

Dan Schueftan, then one of the principle advocates for the 2005 unilateral evacuation from Gaza, predicting it would be only a first step in a “wider historical process” of further unilateral Israeli withdrawals, The Jerusalem Report, September 2005.

The proposal for (re)adoption of unilateral withdrawal—this time from Judea-Samaria—began to emerge in the public discourse over four years ago.

 

Foreseeable fatal flaws

Since then, I have warned, insistently and incessantly, of the glaring defects in the rationale of this resurgent  recipe for  foretold failure– see:  The coming canard: ‘Constructive unilateralism’Stupendously stupid or surreptitiously sinister; Infuriating, insidious, immoral; Imbecility squared – Part 1;  Imbecility squared- Part 2;  Generals, gimmicks and gobbledygook.

 

Yet despite its clearly discernible flaws, which virtually ensure disaster if it were to be (re)adopted, this  ill-conceived idea not only remains stubbornly on the national agenda, but—almost inconceivably—is gaining increasing support from an alarming number of well-funded organizations and influential individuals.

 

It is, in many ways, the flagship project of the well-endowed Institute for National Security Studies (INSS). It is also championed by what is effectively INSS’s public advocacy arm, Blue and White Future. Likewise, it is endorsed by  Commanders for Israel Security (CIS) an organization reportedly comprising over 200   former high-ranking officers in the IDF, intelligence services and police. 

 

Not ad hominem attack

 

The most recent call for “unilateral disengagement from the overwhelming majority of the West Bankand massive rooting-out of Jewish populations” comes from none other than the Director of the National Security Studies Center, University of Haifa, Dr. Dan Schueftan.

 

In a rambling essay, over 3000 words long, in Tablet Magazine, replete with internal contradictions and riddled with non-sequiturs, Schueftan sets out his “rationale” (for want of a better word) for Israel to adopt a policy, which, in his own words, “promises no solution, no peace, no regional or international legitimacy, no alleviation of hostility, no end to terrorism, not even a respite[and]threatens to tear political and social systems apart…”

 

Although I shall have decidedly harsh criticism of Schueftan’s policy prescriptions, I should like to make it clear: This is not an ad hominem attack on the author, but a resolute repudiation of his ideas.

 

I have been acquainted with Schueftan for years, and have found him to be a very affable individual, a learned scholar and a gifted—albeit not always the most genteel—orator. However, as someone who holds a prestigious position in academe and is responsible for molding the strategic perspective of a large number of students, the doctrines he expounds cannot go un-scrutinized, and, if found defective, unchallenged.  

 

The fact that he may genuinely believe that what he is proposing is in the national interest should not shield him from censure if it can be plausibly demonstrated that it will precipitate precisely the opposite.

 

Pernicious puerile prescription

 

All the proposals of the various proponents of renewed unilateral withdrawal embrace the same principle–with only shades of nuance differentiating between them.

 

This involves Israel’s forswearing all sovereign claims to any territory beyond a line that approximates the route of the current security barrier and acting to remove Israeli civilian presence from this territory. In light of the disastrous results similar measures produced in Gaza, “neo-unilateralists” attempt to assuage public concern by stipulating that the IDF will remain deployed in the areas over which Israel eschews sovereignty.

 

Thus, CIS proposes that IDF deployment will continue until the emergence of “a permanent status agreement with the Palestinians [which] ushers in alternative concrete, sustainable security arrangements.” Closely mirroring this idea, Schueftan, peppering his concessionary prescription with machoistic rhetoric, suggests: “…the mainstream majority can be expected to consider a unilateral move positively if they know that the IDF will remain in overall charge of security, unless a dependable Arab army replaces it, if and when Israel sees fit”.

 

This of course is a prescription that is, at once, pernicious—because of the predictably calamitous consequences it will precipitate—and puerile—because of the naïve hope that it will not…

 

Entrapping the IDF in open-ended occupation

 

Inevitably, the proposal for ongoing deployment of the Israeli military in territory over which Israel makes no sovereign claims would, in a stroke, convert Judea-Samaria from “disputed territory” to “occupied territory” and the IDF from a “defense force” to an “occupying force”. Worse, it would do so by explicit admission from Israel itself!

 

Moreover, by conditioning the end of IDF deployment on the emergence of “alternative concrete, sustainable security arrangements” or in Schueftan’s words, leaving the IDF in overall charge of security, unless a dependable Arab army replaces it, if and when Israel sees fit”, the neo-unilateralists are, in fact, promoting a formula for open-ended occupation, whose duration is totally dependent on the Palestinian-Arabs.

 

After all, if the IDF is to remain deployed in the “West Bank” until some “dependable” Palestinian counterpart appears, sufficiently pliant to satisfy Israel’s demands, but sufficiently robust to resist more radical domestic rivals that oppose those demands, what happens if such a counterpart fails to emerge?

 

Clearly then, all the Palestinian-Arabs need to do to ensnare the IDF in what will inevitably become an increasingly unpopular “occupation”, making  it an easy target for guerilla attacks by a recalcitrant population, backed by armed Palestinian internal security services, is…well, nothing. 

 

All they need to do is wait until mounting IDF casualties in a “foreign land” create increasing domestic pressure to “bring our boys back home”, and mounting international  impatience with unending “occupation” create growing external pressure, which will make continued IDF deployment untenable. Withdrawal will then become  inevitable, without any “permanent settlement” or “sustainable security arrangements”.

 

Unsustainable strategy

 

Schueftan is caustically critical of Palestinian society in Judea-Samaria, characterizing it as “a profoundly irresponsible society [with] elites who are unwilling to engage in constructive nation-building [who] prefer to glorify and finance terrorists and perpetuate narratives of unlimited grievance vis-à-vis the Jewish state”.

 

So even in the unlikely event that some Palestinian-Arab partner could be located, who would, in good faith, agree to conclude a permanent status agreement and implement acceptable security arrangements allowing the IDF to evacuate Judea-Samaria, how could Israel ensure this agreement will be honored and these arrangements maintained over time?

 

Clearly it could not!  

Once the IDF withdraws, Israel has no way of preventing its Palestinian co-signatories from reneging on their commitments—whether of their own volition, due to a change of heart, or under duress from extremist adversaries.

 

Even more to the point, barring intimate involvement in intra-Palestinian politics, Israel has no way to ensure that their pliant partner will not be replaced—whether by bullet or ballot—by far more inimical successors, probably  generously supported by foreign regimes, who repudiate their predecessors’ pledges. Indeed, it is more than likely that it would be precisely the “perfidious” deal struck with the “nefarious Zionist entity” that would be invoked as justification for the regime-change.  

 

Certainly,  given Schueftan’s own uncomplimentary description of Palestinian society such an outcome can hardly be dismissed as implausible

 

What is the neo-unilateralist’s “Plan B”?

 

Accordingly, no matter which of these outcomes—a change of heart or a change of regime—emerges in practice, Israel is likely to be confronted with a situation where it no longer has security control in Judea-Samaria and a hostile regime perched on the hills dominating the coastal megalopolis—overlooking its only international airport, adjacent to its major population centers and abutting principal transportation axes.

 

It would be intriguing to learn what neo-unilateralists, such as Schueftan, propose as their “Plan B”, should the realities precipitated in the South  following unilateral withdrawal, emerge along  Israel’s eastern border.  Clearly anything approaching those realities on the fringes of Greater Tel Aviv would make the maintenance of any socio-economic routine impossible—since it could be disrupted at will by hostile forces, renegade or regular, deployed on the commanding highlands evacuated by the IDF.

 

So how would Schueftan and his fellow neo-unilateralists recommend responding? A massive punitive attack along a 500 km front, with difficult terrain and inevitable   “collateral damage”, likely to dwarf anything incurred in previous campaigns such as “Protective Edge”? And to what end? To withdraw once again behind the security barrier? Or to withdraw and repeat the same “experiment”, hoping for more fortuitous results next time? Or the time after that?

  

Touting a giant South Lebanon on fringes of Tel Aviv

 

Of course, the basic elements of the new unilateralism— forswearing of claims to sovereignty over Judea-Samaria, on the one hand; and continued deployment of the IDF in that territory, on the other—replicate precisely the same conditions that prevailed in South Lebanon until the IDF’s hasty retreat in 2000.

 

Clearly, under these conditions, any hope that the conflict can be officially resolved with some negotiated final-status agreement is hopelessly detached from reality. After all, why should the Palestinians offer any quid pro quo to negotiate the withdrawal of the IDF when Israel has a-priori conceded sovereignty to them and ceased all civilian construction, condemning the settlements to inevitable decay and disintegration?

 

Moreover, what would be the justification for continued IDF deployment in the sovereign territory of others—especially as that deployment itself is likely to be cited as the major grievance sustaining the belligerency between the sides?

 

Accordingly, proposals for deploying the IDF for an indeterminate period, in territory over which it lays no sovereign claim—and hence, by implication, acknowledges that others have such claims to it—will create an unsustainable political configuration, which, sooner or later, will generate irresistible pressure on Israel to withdraw—just as it did in Lebanon—leaving the country exposed to the very dangers the IDF deployment was intended to obviate.   

 

Futile folly

 

As mentioned, Schueftan concedes that his prescribed unilateralism “promises no solution, no peace, no regional or international legitimacy, no alleviation of hostility, no end to terrorism… Accordingly, he asks: “why embark on an extremely painful process” which, by his own admission will traumatize “hundreds of thousands of Israelis…and threaten to tear…Israeli society apart.”

 

His answer, in a nutshell , is that it will, allegedly, free Israel from the burden of “dominating and caring for them [the Palestinian-Arabs] for over half a century” which is precisely what we were told about unilateral disengagement from Gaza –which is still, a decade later, critically dependent on Israel for a wide range of goods and services.

 

Of course, to believe that Schueftan’s prescription will achieve such freedom is a futile and forlorn hope. Indeed, the very fact that the IDF is to remain deployed in Judea-Samaria with overriding authority for security, will impose very similar burdens and responsibilities to those it bears today.  It will need to exert authority over local law enforcement organizations, and perhaps countermand any decisions they make if considered detrimental to Israel’s security. It will have to regulate and inspect a wide range of civilian activities, such as the management of dangerous industrial pollutants, sewage flows into Israel, and the inspection of usage of dual purpose material like steel, fertilizers and cement to ensure that are not diverted to manufacture weapons or tunnels…

 

And I have only begun to scratch the surface…

 

Epilogue

 

In February 2004, prior to the Gaza Disengagement, Schueftan, gave an interview to “New York Magazine”, where he was billed as “the highly regarded Israeli analyst and academic whose concept of unilateral disengagement now dominates debate in Israel”. In it  he proclaimed: The Israeli public wants to be completely cut off from the Palestinians, and as a result nobody can be prime minister without going in this direction. It’s not even an option if they want to stay in power.”

 

Of course, since then, Benjamin Netanyahu seems to have disregarded Schueftan counsel–only to become the longest serving prime minister in decades…which might be a good indicator of merit with which Schueftan’s prognoses/prescriptions should be credited…

 

Our Moral Hypocrites

There was recently a “feel good” story in Israel that didn’t make me feel so good. I’ll explain why.  An Iranian female blogger for the Times of Israel (a publication I hold in very low esteem) living in Turkey believed herself to be in danger of being deported from Turkey back to Iran. There was fear that she could face punishment in her native Iran for her Israeli connections and possibly even the death penalty. As a result of this potential life-endangering scenario, the Ultra-Orthodox Israeli Minister of the Interior Aryeh Deri granted the non-Jewish woman asylum in Israel. After some Turkish imposed delays, she arrived safely in Israel.
While I don’t know for sure how likely any of this actually was, including the death penalty part, I think I’m in the solid majority of opinion that its better to be safe than sorry in such cases and it was right of the Israeli Government to act as they did. Despite this, I am left with a bad feeling. Why?
Another story also came out this week (link: http://www.jewishpress.com/news/eye-on-palestine/palestinian-authority/report-israeli-police-collaborated-with-pa-agents-in-interrogating-arab-who-sold-hebron-building-to-jews/2017/08/04/) about a non-Jew who had contacts with Israeli Jews and faces a potential death penalty. But this story is much worse and, so far, doesn’t end as nicely. In this case, the arab sold properties to Jews in Hevron, a capital crime under the Palestinian Authority (PA) for which other offenders have been executed in the past. He is now being held in confinement by the PA in Hevron. Not only is Israel not helping him, according to reports they are actually actively incriminating him. And he’s not the only arab being held in Hevron for the “crime” of selling land to a Jew. Where is his asylum and that of others?
I have no problem rescuing a politically irrelevant blogger in Turkey, but woudn’t it be more moral and strategic to rescue the very relevant and very endangered arab(s) in Hevron?  I don’t expect the Times of Israel to take up their cause, but I think we should expect faithful Jews to do so.
